No Panda for Acton

A victory for Acton opponents of the Panda Express project.
In the motion last week Supervisor Michael Antonovich is quoted, "provisions of the Acton Community Standards District and the countywide General Plan address the ‘rural’ nature of Acton. The zoning for the property is C-2, or ‘Neighborhood Business.’ There are strong arguments that this project is neither rural nor in any way a ‘neighborhood’ business." The Board of Supervisors unanimously approved a motion to refer the United Growth/Panda Express Project back to the Regional Planning Commission. 

The Department of Regional Planning administratively approved United Growth’s application to build a commercial center, without a public hearing or written notice to area residents, at the corner of Crown Valley Road and Antelope Woods Road in Acton. With community opposition to the project widespread, residents have scored a victory with the original application is being sent back to the Regional Planning Commission for review. The commission will likely conduct a study, submit an environmental impact report, and issue a staff report before the issue is finalized.
Acton resident Jacki Ayer, instrumental in organizing opposition to the Panda Express project. "It never went to the commission to begin with," "It affects not just us, but all rural areas. This is an equestrian town. Approximately 90 percent of the roads here are dirt, and people like their dirt roads. It’s not appropriate to have such a high density project in the area."

Several reasons Acton residents are opposed:

  • violates the Countywide General Plan;
  • violates the Antelope Valley Areawide General Plan;
  • violates Title 22 of the Los Angeles County Zoning Code;
  • establishes a high-density urban project in a rural community and sets an irreversible precedent to build similar urban projects in other rural areas;
  • imposes a high-density urban project on Designated Rural Community of Acton;
  • increased traffic;
  • harmful environmental impact;
  • signage issues.
